The outcome of the discussion was that the Meeting resolved to uphold the Document and introduce it on the Parliamentary Floor on 5 February.

 

In preparation for this, the Committee scrutinized and summarized proposals and comments from two Deputy Factions and eight Standing Committees.

 

It was noted at the meeting that the Document embraces the major areas of Government activities, and is based on the Statute of the Coalition of Democratic Forces created within The Verkhovna Rada of Ukraine.

 

The Programme includesthe integrated priorities of Government activities, together with methods for their achievement, in the Information, Humanitarian, Socio-economic, Cultural, and Foreign Policy areas. The tools necessary for implementation of political, administrative and territorial reforms are set out. Amendments to legislation are envisaged concerning Education, Language Policy, Freedom of Conscience, and Laws regulating relations between the branches of power, and Local Governments´ capacity building.

 

The People´s Deputies believe that, ‘the major part of the provisions of this Programme deserve support. Given the title of the Programme, its main feature aspires to a drastic transformation of relations between the Power and the citizens, and namely subordination of the State Policy to the interests and needs of people and society´.

 

Emphasizing a number of positive moves, as expected by the majority of the Ukrainian population, Committee members at the same time drew attention to the shortcomings which may considerably hinder the realization of this Programme.

 

The Programme does not include deadlines for the intended steps. ‘It is strategic programming that allows for a more clear-cut formulation of priorities and the decision-making sequence in implementing various Programme steps. The absence of deadlines, performers, resource sources and analysis of possible risks, makes it impossible to provide a correct appraisal of the efficiency of the declared intentions´, was stated at the Meeting.

 

Committee Members meticulously studied each chapter of the Programme.

 

Summarising the discussion, Committee Members expressed their belief that the Governmental Programme will provide a basis for the drafting of a Short-Term (covering one year) State Programme for Economic and Social Development of Ukraine, to include, according to Clause 8 of the Law, ‘On State Forecasting Activities, and Preparation of Economic and Social Development Programmes', concrete steps, and take on board the comments and proposals put forward during its discussion.
